First, the Ontario Ministry of Education has advocated the use of what it calls the Tiered Approach to Early Identification and Intervention in both Education for All and Learning for All as a method of instruction and early identification of students with exceptionalities. The Ministry has devised a three-tier system, as shown in Figure 1. This is often referred to as Response to Intervention RTI outside of Ontario, a process whereby sound, evidence-based, differentiated teaching is used to instruct all students, but students who do not respond to this instruction, or who need further help, are moved up through a series of increasingly intensive interventions. Students are grouped and then taught and assessed on different levels of content on the same general curricular topic, in fluid groupings. Students may choose or teachers may assign students to one of a number of levels of challenge in classroom learning tasks and associated assessment.

A four-tiered Behavioural Pyramid of Intervention is a model for behavioural intervention supports provided at different levels to assist educators in identifying the needs of ALL students, match the level of support to severity, and then assess and respond with the most appropriate supports. The four tier model addresses the supports offered to students who are not only struggling with behaviour but those students whose academic progress may be being delayed due to the social, emotional, and behavioural challenges that are interfering with their success. The purpose of tier 1 behaviour interventions is to establish proactive strategies to prevent problem behaviour and promote positive behaviour. When tier 1 supports are deployed with fidelity, they should reduce the number of students who require costly and timely resources at tier 2, 3, and 4 and maximize the school resources to meet the needs of more students more effectively.
